Situation and factors affecting to the participation in health insurance scheme of students at 02 colleges in Gia Lam district, Hanoi in 2017

Objectives: The study aims to describe the current situation and identify some factors influencing the enrollment of students at two colleges in Gia Lam district, Hanoi.

Methods: Cross-sectional, quatitative and qualitative design study conducted at the College of Urban Construction and College of National Economic and Technique from March to June 2017. The subject is all 325 1st and 2nd year students, related teachers, staff of the two colleges.

Results: Most students think that health insurance is a good policy, but health insurance only help reduce the user fee; the percentage of students agreeing with having interestes in health insurance, health insurance needed for themselves, health insurance beneficial for their health and health insurance compulsory, is from 37.5% to 70.8%. However, most of the students ignored to participate in the health insurance scheme because they did not use the card; the percentage of students participating in health insurance scheme is 23.1%, of which the first-year students is 31.0%, the second-year students is 8.7%; The study found a association between enrollment in health insurance and school-years of students, illness or accident during the four weeks preceding the survey, quality of health department at the colleges.

Conclusions: Communication of health insurance contents helping students understand about meaning, benefits, rights of health insurance should be implemented; quality of health department activities at the colleges should be improved to attract service utilization and promote students to participate in health insurance scheme.
